The shift of the valence vibration band nu(OH), the change of the orientation relaxation time tau(2r), and the variation of the effective inertia moment I-eff of the hydroxide-ion depending on temperature and chemical composition of the melts indicated the formation of ionic groups Na+-OH ... Cl--Na+ thanks to appearance of hydrogen bonds.
